Andy Burnham’s first major policy speech promises sweeping devolution, fiscal powers for mayors, and a Number 10 North in Manchester but Leeds & Yorkshire has questions about how it will benefit.
Andy Burnham, widely expected to become Prime Minister by mid-July, used his first major policy speech yesterday to announce Number 10 North, a plan to move part of the PM’s operation to Manchester and devolve sweeping fiscal and policy powers to regional mayors. Speaking from Manchester with Tracy Brabin in the front row alongside Oliver Coppard and other metro mayors, Burnham set out a 10-year vision for what he called good growth in every postcode, arguing that Westminster is broken and that places would no longer be forgotten or written off. For Leeds, the implications are significant. Leeds has been a test case for areas retaining business rates the same model the city has used through the Leeds City Fund to retain 100 per cent of business rates growth for 25 years and Burnham wants to roll this out to every combined authority.
What Burnham Is Proposing
The speech outlined fiscal devolution beyond anything previously announced. Business rate retention would be extended to all combined authorities. Mayors could potentially raise income tax locally to spend on regional priorities. Business rates for shops and pubs would be cut, with the gap funded by higher rates on empty commercial properties and online warehouse operators. Post-16 education, welfare, and social housing would be devolved to mayors. Burnham also pledged the biggest council house building programme since the post-war period and promised to bring energy, housing, water, and transport under stronger public control. Burnham believes the additional powers Greater Manchester has had beyond any of the mayors in Yorkshire have helped drive growth.

What Number 10 North Means for Leeds Businesses
The opportunity sounds positive whilst the questions are equally clear. More devolved fiscal powers for Tracy Brabin means the WYCA programmes, the £334 million housing fund, the £9 million apprenticeship levy transfers, the £3 million construction placements, could all scale up. Northern Powerhouse Rail and the £45 billion commitment becomes more likely under a PM who built his reputation on Northern infrastructure. However, the speech offered little detail on how sweeping devolution, the biggest post-war council house programme, and business rate cuts will be funded. Devolving income tax powers to mayors raises questions about regional tax competition. With Reform UK controlling Wakefield and Calderdale and leading Bradford, Brabin has a fragmented board at the moment she needs alignment. If Burnham enters Downing Street by mid-July as expected, Leeds businesses may not have to wait long for answers. But yesterday’s speech was a statement of direction, not a delivery plan. Number 10 North signals opportunity for Leeds and Yorkshire. How fast, how far, and who pays remain to be seen.
