Business grants and public funding for Leeds businesses

Last Updated: July 2026

Where to find grants and public funding for Leeds businesses

Leeds businesses have access to one of the strongest grants and public funding landscapes in Yorkshire, with regional programmes specifically designed for West Yorkshire SMEs alongside national schemes open to all. Unlike equity investment, most public funding is non-dilutive — you don't give up ownership of your business. This guide covers the key programmes available to Leeds businesses seeking grants and public funding, what each one offers, and how to apply.

The landscape changes frequently as funding windows open and close. We update this guide when programmes change, but always check eligibility and deadlines directly with the funding body before applying. For businesses seeking private investment instead, our guides to angel investment and startup funding in Leeds and private equity in Leeds cover the equity side of the funding landscape.

West Yorkshire Regional Grants

West Yorkshire Business Growth Hub

📍 Free to access · First point of contact for all business support in the region

The regional Growth Hub is the best starting point for any Leeds business looking for funding or support. It provides free signposting to all available grants, programmes, and funding opportunities across West Yorkshire. Contact them by email at businesssupport@westyorks-ca.gov.uk or by phone. They will assess your needs and direct you to the most relevant programme.

Digital Enterprise West Yorkshire

💰 Up to £35,000 · 50% match funded · Digital transformation projects

The Digital Enterprise programme offers grants to West Yorkshire SMEs investing in digital technology to improve efficiency, productivity, and competitiveness. The High Impact Grant funds ambitious digital projects costing £25,000 to £100,000, providing up to 50% of the project cost (maximum £35,000). Projects must result in new ways of working, new products or services, or bringing previously outsourced functions in-house — simply replacing outdated equipment will not qualify. Free digital advice and support is also available through the programme regardless of whether you apply for a grant.

AD:VENTURE Growth Programme

💰 Growth grants available · Free business support · For new businesses in West Yorkshire

Tailored support for ambitious new businesses based in West Yorkshire. The programme provides a dedicated Business Manager, access to AD:VENTURE Growth Grants, business loans, webinars, interactive workshops, networking, and events. Designed specifically for early-stage businesses looking to scale, this is one of the most comprehensive free support programmes available to Leeds startups and new businesses.

Business Productivity Programme

💰 Grant assistance + free advisory support · Productivity and job creation focus

An integrated package of free advisory support and grant assistance for West Yorkshire businesses. The programme supports businesses to improve their productivity, create new jobs, and upskill existing staff. Capital grants are available to purchase new equipment, plant, and machinery, including bespoke support for the creative and digital sectors.

Made Smarter West Yorkshire

💰 Grant support + digital adoption · For manufacturing and engineering SMEs

A programme specifically for manufacturing and engineering businesses wanting to adopt emerging digital technologies. Made Smarter helps businesses go to market faster, cut costs, and reduce downtime through technology adoption. Grant support is available alongside specialist advice and a digital roadmap for your business.

National Programmes

Innovate UK

💰 £25,000–£3m+ · Non-dilutive R&D grants · Competitive application

The UK's national innovation agency and the most significant source of non-dilutive grant funding for businesses with R&D-led products or services. Innovate UK runs competitive grant programmes from early feasibility studies (£25,000) through to large collaborative projects (£3 million+). Sectors include net zero, advanced manufacturing, healthtech, digital, and life sciences. Success rates typically range from 15–25% depending on the scheme. Innovate UK co-funded Envoke's development before its equity round, and Northern Gritstone portfolio companies regularly use Innovate UK grants alongside equity. Multiple funding competitions are open at any time — check the Innovate UK portal for current deadlines.

Start Up Loans

💰 £500–£25,000 · Government-backed · Fixed rate 6% · No equity required

Not a grant but a government-backed personal loan for new businesses trading for less than three years. Start Up Loans of £500–£25,000 are available at a fixed interest rate with free mentoring included. Over 100,000 loans have been issued across the UK since launch. You retain full ownership of your business. This is one of the most accessible funding routes for Leeds founders who need capital to get started but are not yet ready for equity investment or grant applications.

Northern Powerhouse Investment Fund II (NPIF II)

💰 £25,000–£750,000 · Debt and equity · Managed by regional fund managers

The second phase of the Northern Powerhouse Investment Fund, providing loans and equity investment to SMEs across the North of England. In Yorkshire, the NPIF II debt mandate is managed by Mercia with £53 million available, providing loans of £25,000–£750,000. The debt finance does not take equity, making it one of the most practical non-dilutive options for businesses that need capital to hit a revenue milestone but do not want to dilute ownership. NPIF II also has equity funds managed by various regional investors for businesses seeking growth capital.

Knowledge Transfer Partnerships (KTPs)

💰 Part-funded by government · University-business collaboration · 12–36 month projects

A government-funded programme that connects businesses with university research expertise through a dedicated graduate placed in your business for 12–36 months. The government funds a significant proportion of the cost. Leeds has strong KTP activity through the University of Leeds and Leeds Beckett University — two Leeds Beckett KTPs recently earned top Innovate UK ratings. KTPs are ideal for businesses wanting to bring in specialist knowledge around innovation, digital transformation, or product development without the full cost of a senior hire.

Health & Innovation Funding

West Yorkshire Investment Zone

💰 £160m+ commitment · Healthtech and life sciences focus · Tax reliefs and grants

The West Yorkshire Investment Zone channels public funding into healthtech, advanced manufacturing, and digital innovation. The zone provides tax reliefs, grants, and support programmes to businesses operating in designated areas, with a particular focus on health innovation. The Propel Healthtech programme, backed by £4.5 million from the Investment Zone, is one of the most visible outputs — accepting 30 innovators per cohort with access to masterclasses, mentoring, and routes into the NHS.

Innovate UK Launchpad — West Yorkshire Healthtech

💰 Awards up to £1m · Healthtech businesses · West Yorkshire focus

A partnership between the West Yorkshire Combined Authority and Innovate UK providing awards of up to £1 million to healthtech businesses in the region. The programme targets businesses developing innovative medical, diagnostic, or digital health solutions with potential to impact patient care. West Yorkshire's healthtech sector is worth over £5 billion and employs more than 16,000 people, making it one of the strongest healthtech clusters in the UK.

Tax Incentives for Investors

While not grants, two government tax schemes make it significantly easier for Leeds businesses to attract private investment by reducing the risk for investors.

SEIS (Seed Enterprise Investment Scheme)

💰 Raises up to £250,000 · 50% tax relief for investors · For early-stage companies

SEIS offers investors 50% income tax relief on investments up to £200,000 per year in qualifying early-stage companies. For founders, SEIS registration makes your business significantly more attractive to angel investors because it halves their downside risk. Most angel networks including NorthInvest and GC Angels expect businesses to be SEIS-registered before presenting to investors.

EIS (Enterprise Investment Scheme)

💰 Raises up to £5m per year · 30% tax relief for investors · For growing companies

EIS is the next step after SEIS, offering investors 30% income tax relief on investments in qualifying companies. Businesses can raise up to £5 million per year and up to £12 million over their lifetime under EIS. For Leeds businesses that have outgrown SEIS but are not yet at the stage where institutional PE is appropriate, EIS registration unlocks a larger pool of private investors.

How to Access Grants and Public Funding in Leeds

The single best starting point is the West Yorkshire Business & Skills Support hub (the regional Growth Hub). Contact them by email at businesssupport@westyorks-ca.gov.uk or call their helpline. They provide free, impartial advice and will direct you to the programmes most relevant to your business, sector, and stage of growth.

Practical steps for Leeds businesses seeking grants

Start by identifying what you need the funding for — digital transformation, R&D, hiring, equipment, or market expansion. Different programmes fund different activities, and applying for the wrong scheme wastes time. If you are investing in digital technology, Digital Enterprise should be your first call. If you have an R&D-led product, Innovate UK is the primary route. If you are a new business, AD:VENTURE provides the broadest support. If you are in healthtech, the Investment Zone and Propel programme are specifically designed for you.

Grant applications take time. Most require a business plan, financial projections, and a clear explanation of how the funding will be used. Build the application properly — success rates on Innovate UK grants are typically 15–25%, so the quality of your submission matters. The Growth Hub and NorthInvest both offer free support with application preparation.
