Leeds City Council has extended its highways and transport services partnership with global engineering consultancy WSP for a further four years, continuing a collaboration that has shaped the city’s infrastructure development since 2003.
The renewed agreement maintains WSP’s role delivering technical and consultancy services across transport policy, traffic management, highways maintenance, street lighting, civil engineering, flood risk management and bridge inspections—expertise that supports the Leeds economy through reliable transport networks and infrastructure investment.
Leeds Economy Benefits from Long-Term Infrastructure Partnership
The partnership has delivered major projects including the Regent Street Flyover replacement—a complex scheme that replaced the 1960s structure carrying tens of thousands of vehicles daily while keeping the junction operational.
Other schemes include active travel and public realm improvements around the Corn Exchange and upgrades to facilities like Stourton Park and Ride, with WSP specialists working alongside council teams through long-term secondments and co-location arrangements that enable day-to-day collaboration.
The contract extension focuses on delivering the Connecting Leeds Transport Strategy, which aims to provide safe, resilient and efficient transport networks supporting the Leeds economy growth, improving connectivity and enabling community wellbeing across the city.
Why this matters for Leeds
WSP’s contract extension ensures Leeds maintains the specialist transport expertise needed to deliver ambitious infrastructure projects like Mass Transit preparation and Connecting Leeds improvements.
The 23-year partnership has built deep knowledge of Leeds’ transport networks and challenges, enabling faster project delivery and better coordination across complex schemes. This continuity supports consistent infrastructure investment that keeps the city’s roads, bridges and transport systems well-maintained and fit for growth.![]()
