Elland Road Leeds takes a major step forward as West Yorkshire Combined Authority joins Leeds City Council and the Lowy Family Group in signing a partnership at UKREiiF for a multi-billion pound regeneration of the 40-acre stadium district

The transformation of Elland Road Leeds has taken a major step forward this week as key partners signed a strategic partnership at UKREiiF to deliver a multi-billion pound regeneration of the 40-acre site surrounding the stadium. West Yorkshire Combined Authority has formally joined the existing partnership between Leeds City Council and Leeds United’s development partner, the Lowy Family Group, the global private investment business founded by the family behind Westfield shopping centres. The signing commits all parties to delivering 2,500 new homes, workspace, retail, world-class sports facilities, new public spaces, and critically, a mass transit system connecting Elland Road Leeds to the city centre and wider region.

Why This Matters For Leeds

This is arguably the most significant sports-led regeneration project in the UK. The Lowy Family Group delivered Westfield Stratford City; the gateway to the 2012 Olympics, and is now applying that experience to Elland Road. The stadium expansion to 53,000 already has planning permission with early works under way. The mass transit case goes to government later this year.

What the Elland Road Leeds Partnership Will Deliver

The masterplan for the 40-acre area around Elland Road includes up to 2,500 homes including family and affordable housing, new workspaces, hotels, shops, cafes, leisure and community facilities, thousands of new jobs and training opportunities, and major new public spaces. The stadium expansion to 53,000 capacity secures Elland Road’s future as a venue for major international sporting and cultural events. Planning permission was granted earlier this year and early works are already under way. The partners describe this as probably the most shovel-ready sports-led regeneration project in the UK. The Memorandum of Understanding signed today at UKREiiF brings WYCA alongside Leeds City Council and the Lowy Family Group in a formal commitment to coordinate delivery.

Mass Transit and the Westfield Connection

The mass transit system is described by all partners as fundamental to unlocking the full potential of the Elland Road district. The Strategic Outline Case will be submitted to government later this year, and a positive decision would trigger pre-development work; a major milestone. The system would connect Elland Road to the city centre and wider region, transforming access to a part of the city that has historically suffered from underinvestment. The Lowy Family Group brings direct experience of delivering this kind of transport-led regeneration. Peter Lowy, a principal at LFG and a director at Leeds United, said mass transit connectivity is fundamental to supporting the continued growth of both the club and the city. Tracy Brabin added that the partnership will turn momentum into real change, new homes, good jobs, and a year-round destination for tourism and growth.
