Subject to approval by the West Yorkshire Combined Authority, it establishes a partnership between Leeds City Council, the Combined Authority, Homes England, and central government under a single coordinated approach. The South Bank has been identified as a potential area in the government’s New Towns programme, with the Outline Business Case expected in Autumn.
