Leeds United has shared a major update on its planning application to expand and modernise Elland Road, with council officers recommending the project for approval. The proposals would significantly increase stadium capacity and deliver wider transport and economic benefits for the surrounding area.
The application, submitted to Leeds City Council in July, sets out detailed plans for redevelopment of the West Stand and an outline proposal for the North Stand. If approved, the works would increase Elland Road’s overall capacity to around 53,000, alongside upgraded general admission and hospitality facilities.
Strong supporter and community backing
Public consultation carried out ahead of submission showed overwhelming support for the proposals. According to the club, 98% of respondents backed the overall plans to enhance Elland Road, while 97% supported an increase in capacity.
Support was also strong for the design and wider impact of the scheme, with 98% backing the proposed designs and 99% supporting the expected economic benefits for Leeds.

The club has also confirmed that away supporters will continue to be housed within the West Stand both during and after the proposed works. Seating behind the South Stand goal will remain exclusively for home supporters, preserving the atmosphere for which Elland Road is widely known.
This approach follows consultation with supporter groups, the club’s Supporter Advisory Board, safety bodies, the Premier League, and the project’s professional advisors.
Highways and transport improvements
Following discussions with Leeds City Council’s highways team, the club has secured support for the application, including one of the most significant Section 106 agreements associated with a Leeds development.
The agreement will fund highways improvements around Elland Road and across the city, alongside a new travel plan aimed at addressing matchday transport and parking pressures through more sustainable options.
Planning decision timeline
A Planning Officers’ Report issued on Monday 22 December 2025 has recommended the proposals for approval. A Plans Panel meeting is scheduled for Thursday 8 January 2026 at Leeds Civic Hall, after which a final decision is expected.
The club has said it will provide a further update once the outcome of the Plans Panel meeting is known.
