People, businesses and developers across Leeds and West Yorkshire are being invited to help shape how the region’s proposed Mass Transit system supports economic growth, regeneration and new housing. The consultation has been launched jointly by all five West Yorkshire local authorities.
The process will inform the creation of a new Spatial Development Framework, designed to ensure land use, regeneration and transport decisions are coordinated across council boundaries as plans for Mass Transit progress.
Strategic planning linked to Mass Transit rollout
Once adopted, the framework will form part of each council’s statutory development plan, helping guide future growth across the region. The aim is to ensure Mass Transit delivers its full potential by aligning development decisions with transport investment.
According to the consultation, Mass Transit could help accelerate housing delivery, improve access to jobs and services, reduce congestion and unreliable journeys, and cut carbon emissions – but only if development is planned proactively around the network.
Mass Transit consultation focuses growth around key hubs
The preferred approach set out in the consultation is to concentrate new homes, jobs and services around Mass Transit stops and hubs. This would support walkable neighbourhoods, focus investment where it has the greatest impact and encourage more sustainable patterns of development.
An alternative option – relying solely on individual local plans – is warned to risk fragmented decision-making, missed opportunities and weaker economic and environmental outcomes.

Government backing and next steps
The consultation follows the Government’s reaffirmed commitment to fund Mass Transit beyond 2032, subject to business case approval. An updated delivery timeline has also been developed following an independent review to reduce risk and support successful delivery.
The Spatial Development Framework consultation does not cover route alignments, depots or park-and-ride locations. These details will be announced later, following submission of key documents to Government, including the Strategic Outline Case expected later this year.
