Fifty affordable homes Armley Leeds residents are now living in have been completed on a former factory site off Moorfield Road. Yorkshire Housing’s St Andrews Grange development — 27 houses and 23 apartments, all for affordable or social rent — is now fully occupied, with every tenancy offered to people on Leeds City Council’s housing register. The scheme sits on land previously occupied by the Tower Works factory, which had stood empty for years.
What Was Built and Who Funded It
The development provides a mix of one to four-bedroom homes built to modern energy-efficient standards, designed to help residents manage the cost of living. Leeds City Council committed £750,000 to the project from pooled financial contributions paid by developers through planning agreements — a funding mechanism where Section 106 contributions from separate commercial and residential schemes are channelled towards affordable housing delivery elsewhere in the city. Homes England also provided funding support.
Sian Webster, executive director of growth and assets at Yorkshire Housing, said:
“St Andrews Grange is exactly the kind of development we want to keep delivering as part of our plan to build 8,000 new homes over the next few years.
“Bringing an empty site back into use and creating a new community is something we’re really proud of, and we’re incredibly grateful for the support from Leeds City Council, Homes England and Termrim Construction.”

Yorkshire Housing is the largest housing association operating solely in Yorkshire, managing nearly 20,000 homes and building around 500 new ones each year. The organisation says it is already more than halfway towards its target of 8,000 new homes. St Andrews Grange adds to a growing pipeline: more than 3,000 affordable homes have been delivered across Leeds in the last five years, one of the highest totals for major cities outside London.
