Leeds South Bank has been named as one of nine flagship investment opportunities in a multi-billion pound prospectus launched at the inaugural Great North Investment Summit in the city today. The 258-hectare regeneration site is described as one of the UK’s largest urban regeneration opportunities, with capacity for over 20,000 homes and three million square feet of commercial space, a potential new mass transit system, and a £500 million station campus. Over £1 billion of committed development is already progressing. The prospectus, developed in collaboration with the Office for Investment and backed by the Chancellor Rachel Reeves, presents a combined pipeline worth more than £14 billion across the North of England.

The prospectus describes Leeds South Bank as a rare opportunity to invest at scale in a city that has delivered £7 billion of development in the past decade. The site has capacity for over 20,000 homes across all tenures and three million square feet of new commercial space. It could be served by a new mass transit system and a £500 million station campus. The proposition is seeking residential and commercial development partners alongside institutional capital to deliver infrastructure and housing. Planning status includes a potential New Town designation, with the Outline Business Case expected in Autumn, and South Village has already received planning approval.

The Bigger Picture: A United North

The summit marks the first time northern mayors and leaders have come together around a single investment proposition. The Great North partnership, chaired by North East Mayor Kim McGuinness, presented the prospectus to investors, government ministers, and business leaders in Leeds today ahead of UKREiiF. The nine flagship projects span clean energy, advanced manufacturing, defence, AI, life sciences, and regeneration. The government also announced this weekend that it is exploring a future UK Olympic and Paralympic bid centred on the North of England, providing a potential catalyst for major regeneration and investment. NatWest separately announced a £20 billion lending commitment to the North over the next decade at the same summit. The pipeline is backed by more than £60 billion in recent government investment commitments, £45 billion for Northern Powerhouse Rail, and £10.4 billion for city-region transport upgrades.
