Leeds Royal Charter at 400: How a Wool Town Became a Business Powerhouse

As the city marks 400 years since Charles I’s 1626 charter, we trace how Leeds went from cloth trading to one of the North’s biggest business centres

This weekend, Leeds marks 400 years since King Charles I granted it a royal charter on 13 July 1626. The Leeds royal charter was, at heart, a commercial document: it incorporated the town as a ‘free borough’ and handed its merchants control of the woollen cloth trade that was already making Leeds rich. The city’s founding act was about business. Four centuries on, as the council’s year-long Leeds 400 programme gets under way, it is worth tracing how that wool town became one of the North’s great commercial centres.

Why This Matters For Leeds

For today’s Leeds businesses, the anniversary is more than nostalgia. The same conditions that made the city rich in 1626, a critical mass of traders and the freedom to run their own affairs, are similar to what it competes on now, from the Leeds financial services to the tech and health clusters taking shape across the centre. The next charter-worthy chapter is being written in office towers and lab space, not cloth halls. What the Leeds Royal Charter Set in Motion

The 1626 charter created Leeds Corporation and locked in the town’s identity: its new seal paired a fleece, for wool, with an owl borrowed from the coat of arms of its first alderman, Sir John Savile. Wool and cloth powered Leeds for two centuries, traded through its great cloth halls. Industry followed, by 1812 Matthew Murray was building pioneering steam locomotives for the Middleton Railway, and engineering, flax and printing turned Leeds into a Victorian powerhouse. Retail was reinvented here too: in 1884 a young immigrant, Michael Marks, started a penny bazaar on Kirkgate Market that became Marks & Spencer. Asda was founded in the city and still runs its headquarters there. Each era swapped one trade for the next, but the instinct to make and sell endured.

From Cloth Halls to the Northern Powerhouse

Today’s Leeds trades in advice and data more than cloth. It is now among the largest centres for financial and professional services outside London, home to more than 30 banks, all four of the big accountancy firms and, by one HSBC measure, more UK-headquartered companies than any city outside the capital. Its financial-services sector alone is valued at around £6.8bn. Alongside it sits a fast-growing digital economy in fintech, cyber and health tech, and a wave of city-centre regeneration around the station and South Bank. The through-line from the Leeds royal charter still holds: a city that reinvents what it trades but never stops trading. That is the story Leeds 400 is really celebrating.

Leeds 400: what’s on this weekend (11–12 July)

Dance for Leeds 400 — Sat 11 July, 11.30am–5pm, Norma Hutchinson Park. Northern School of Contemporary Dance marks both Leeds 400 and its own 40th birthday with a free Party in the Park: music, food, performances, workshops and a 40-second dance challenge.
Roundhay art walk — Sat 11 July, Roundhay Park. A one-hour creative walking workshop led by Bryony Aitchison and Marilou Chagnaud, blending slow walking, poetry and hands-on work exploring the park’s geology and plant life. Location and timings are sent to bookers in advance.
Picnic on the Square — Sun 12 July, from 1pm, City Square. Thors Bar hosts a free birthday picnic with live music and celebrations. The first 400 people to RSVP get a free can of Kirkstall Brewery’s limited-edition Leeds 400 beer.
Leeds Minster civic service — Sun 12 July, 5.30pm, Leeds Minster. The Lord Mayor, Councillor Stephen Holroyd, hosts a civic celebration featuring Bridge Ensemble Leeds, Leeds Philharmonic Chorus, Leeds Festival Chorus and Music House Gospel Choir, with speakers including Jamie Jones-Buchanan, Keran Kaur Virdee MBE and Martin Hamilton of Leeds Civic Trust.
Moortown Festival — Sun 12 July, 2pm–7pm, Moortown Park. A community festival from Moortown Community Group and Friends of Moortown Park, with local live music, stalls, food and drink, and activities for all ages.
